Police Officer Thomas Bray, assigned to the Marine Unit, was working as a diver assisting the U.S. Coast Guard in retrieving a sunken buoy near Fort Mifflin in the Delaware River at approximately 1:35pm. After several minutes into the dive, his line became entangled, and he was instructed to cut the line via radio. Officer Bray was brought to the surface by a fellow officer, but he succumbed to his injuries. He was 52 years-old, served with the Department for 23 years, and is survived by his wife and three children.
