Joseph V. Kelly

Police Officer Kelly, assigned to the 5th District, was shot and killed inside of his patrol car at 2:50pm, by an offender who was in the process of stealing a car at 271 E. Paoli Avenue in Roxborough. He was 45 years-old and served with the Department for 16 years.
